It never ceases to amaze me what US telcos think they can get away with to limit US consumer choices for broadband access. The DoJ and FCC should come to the UK for a tutorial on how telecoms regulation should work. Telecom TV regularly criticises the UK broadband environment, but where else is fixed broadband available to nearly 100% of the population on an open access basis without dodgy government interference in the market and with no stitch-ups between fixed and mobile operators!?
